Monitoring, Evaluation, and Learning (MEL) systems are essential for effective National Adaptation Plans (NAPs), a need intensified by the adoption of the Belém Adaptation Indicators at COP30. Japan addresses this through a statutory framework under the Climate Change Adaptation Act, managing progress via a systematic five-year PDCA cycle. This system uniquely combines annual progress tracking of process-based Key Performance Indicators (KPIs) with periodic evaluations of actual effectiveness.
A defining feature of Japan’s approach is its bottom-up KPI selection process, which prioritizes practical implementation by leveraging existing administrative data to avoid unnecessary institutional burdens. While primarily designed for domestic governance, this framework naturally aligns with global standards such as the UAE Framework for Global Climate Resilience.
Beyond its borders, Japan actively fosters regional resilience through initiatives like the AP-PLAT adaptation MEL support tool. Drawing on collaborative workshops and trainings across Asia, Japan advocates for a transition from fragmented pilot projects to institutionalized national systems that harmonize domestic progress with international reporting requirements under the Paris Agreement.
