1990年頃より北欧を中心に欧州に拡大した炭素税やエコロジー税制改革（炭素税等）では政治的、社会的受容性を高めるべく特に産業部門に対して減免措置を施すなど一定の配慮を行ってきたところ、一部の国においてはそれが法的な争点となり、政策の弱点となりうる危険性があることが指摘されている。そこで、本研究では、日本において価格効果を十分に発揮しうる高率な炭素税の導入を検討するにあたり、エコロジー税制改革（ETR）の先進事例であり、比較的に日本に類する産業構造を持ち日本に匹敵しうるGDP規模をもつ国であるドイツを取り上げ、ETRによる経済的影響について、家庭部門（所得階層間）および産業部門（分野間および製造業内部の業種）にどのような負担格差が生じているのかについて分析を行った

　本研究では、2050年までに温室効果ガス排出量80％削減という長期目標の達成とともに、経済的社会的諸課題の同時解決という方向性を打ち出した長期低炭素ビジョンの方向性に合致したグリーン税制改革を検討する。長期低炭素ビジョン実現に向けた経済的社会的課題として挙げられているもののうち、特に経済成長の量から質への転換、雇用の促進、投資促進と潜在需要の喚起、地方の財政力低下、高齢化への対応などは、低炭素技術への投資促進や再エネによる分散型エネルギーの普及などにより排出削減と同時に解決できるポテンシャルが高いと思われるが、これらを目指したグリーン税制改革を検討する目的で、炭素税による排出削減効果と...
