近年、中国政府は、気候変動対策や大気汚染対策の一環として石炭消費総量の削減に力を入れている。脱石炭への流れが加速するなか、持続可能な発展を目指し、中国政府2006年～2015年まで、延べ16716箇所の小規模炭鉱を閉鎖し、合わせて10.9憶トン/年相当の生産設備も淘汰した。
