温室効果ガスネットゼロ宣言の課題は何か：『気候危機とコロナ禍 ～緑の復興から脱炭素社会へ』を上梓して

令和元年６月、我が国はＧ20の議長国として、大阪府大阪市にてＧ20大阪サミットを、長野県軽井沢町にてＧ20持続可能な成長のためのエネルギー転換と地球環境に関する関係閣僚会合を開催した。これらの会合では、世界の持続可能な成長に向けたエネルギー転換と地球環境などについて議論が行われた。特に後者は、Ｇ20史上初めて環境大臣が一堂に会す意義深い機会となった。令和元年12月からは、サウジアラビアがＧ20議長国となった。サウジアラビアは日本がＧ20に導入した環境に関するワークストリームを引き継ぐ形で、9月16日に環境大臣会合を開催した。また、11月23日には気候変動やその他の環境課題を含む幅広い課題を議論したリヤド・サミットが開催された。 本業務では、令和２年度におけるＧ20...

本書は、九州の31の県・市町村（自治体）がゼロカーボンシティ表明に至った 背景、現状、課題などを整理し、国内外の動向を踏まえつつ概観することで、今後の展開の一助となることを目的に作成したものである。九州でゼロカーボン表明を行った自治体は、環境省のイニシティブをきっかけ にしながらも、庁内の内発的な動きから表明に至ったところが多かった。表明後の展開として、ほとんどの自治体が計画策定・改定を通じて施策の 具体化を進めるのと同時に、域内のステークホルダーに向けた意識啓発の 活動を始めていた。 不確実性を包含する2050年を見据えた取り組みを表明自治体が着実に進める上で、実施体制、定量化、ロードマップの作成に課題を抱えていることが明らかとなった。
