Green Climate Fund (GCF) Concept Note Development Guidebook for Asia-Pacific Region 2025

The Asia-Pacific region stands at the forefront of climate vulnerability, grappling with complex risks such as sea-level rise and extreme weather events that disproportionately impact its communities. Despite the urgent need for action, developing countries in the region often face significant capacity gaps in navigating the intricate processes required to access international climate finance, particularly from the Green Climate Fund (GCF). To bridge this implementation gap, the Asia-Pacific Climate Change Adaptation Information Platform (AP-PLAT) and the Institute for Global Environmental Strategies (IGES) have produced this guidebook to support government officials and project coordinators in the initial stages of project formulation. It serves as a practical resource specifically designed to streamline the development of high-quality Concept Notes, which act as a critical strategic filter and foundation for successful GCF funding applications.
The guidebook provides a comprehensive framework for creating bankable climate projects by integrating scientific evidence with robust project design and social safeguards. It offers detailed guidance on aligning interventions with national priorities like NDC and NAP, while utilizing climate data tools such as AP-PLAT’s ClimoKiT to establish a compelling climate rationale. Furthermore, the guide walks users through essential planning tools, including Problem Trees, Logical Frameworks, and the Theory of Change, while ensuring that gender and social inclusion, environmental safeguards, and risk management are embedded from the outset. Complemented by a series of country profiles covering East Asia, Southeast Asia, South Asia, and the Pacific, this resource aims to empower practitioners across the region to translate climate policy into tangible, resilient growth on the ground.
