日本の農村部の主要な交通手段である自動車利用を支える地域のガソリンスタンドについて、その多くが地下タンクの老朽化などの課題を抱え、その更新に莫大な費用を要することから、設備の寿命や経営者の高齢化に伴い、突如として閉鎖・廃業する事例が増加している。地域内にガソリンスタンドが3か所以下の市町村(SS過疎地)数は全体の2割以上あり、その数は今後増加していくことが予想される。地域住民の移動手段を確保し、生活環境の改善や災害対応の責務を担う地方自治体にとって切実な地域課題であり、設備更新費用を自治体が負担したり、地域住民が共同で出資して運営を続ける事例がみられる。一方、ガソリンスタンドの設備更新は、化石燃料を使う仕組みの長期継続(ロックイン)につながりかねないため慎重な検討が必要である...
