1970年6月に新都市計画法の区域区分制度により指定された市街化調整区域は、開発を留保しつつ自然景観の保全と農業振興を目的とするため、農家住宅以外に原則認められない。しかし、横浜市ではこのような目的に加え、将来の大規模開発のための留保などの積極的な意図を持たせるとともに、スプロールが進行中の地域については、区画整理等計画的に市街化をはかる機会まで市街化調整区域に指定した。本研究では、横浜市の当初線引きのにかかる当時の内部資料をもとに、区域区分制度における都市計画意図を概観する。
