本報告書は、日本において、どのようにネット・ゼロ社会の実現を図るのかということについて、問題提起を行うことをねらいとしている。第1章では、目標年として2050年を掲げ、ネット・ゼロ社会におけるエネルギー需要の動向を中心に定量的な分析を試みた。その結果、広範な社会変化を伴いながらネット・ゼロ社会を実現していくトランジションシナリオでは、ネット・ゼロの達成時には、CO2貯留に関するリスクの低減、及び化石燃料依存脱却によるエネルギー・セキュリティー向上に大きく貢献することが示された。第2章では、トランジションシナリオにおける社会全体の変化を都市と地域、暮らし、産業、適応という観点から展望した。第3章では、ネット・ゼロ社会に向けた主要な課題や論点を概観した。
