第3回合法伐採木材等の流通及び利用に係る検討会

クリーンウッド法(合法伐採木材等の流通及び利用の促進に関する法律)の見直しのプロセスで、現状や課題等について把握するための木材関係各種業界団体等からヒアリングに招待いただき、以下を提案した。

  • 違法伐採木材を日本国内で流通させることを禁止するべき
    • 法律の「趣旨」等を、社会の要求にあわせて見直す
  • 違法伐採木材を取り締まるのではなく、事業者によるデューデリジェンス(DD)実施の徹底を目指すべき
  • 政府のリソースには限りがあるため、効率的で効果的な方法を採用することが重要
    • 取り扱う木材の違法性リスクを評価し、リスクに応じて適切なリスク軽減措置の実施(DD)を求めるべき
