本ファクトシートシリーズは日本の気候変動適応政策に関してテーマ別に概要を整理し、一般向けに気候変動適応とその政策について解説する。今回のテーマである海洋と沿岸に関する気候変動適応はこれまで国際的にも国内でも十分に情報が整理されてこなかった。そこで、本稿では独自に4つの分野に分類した後、各分野における主な気候変動の影響とそれに対応する国内の政策について整理した。また、関連し合う個別の政策や指針が複数存在している状況から、どのように整合性をとり、政策を統合していくかに関して、国際的に提唱 されている方法論を3つ紹介する。

本研究では、日本国内の中でも陸上・洋上風力のポテンシャルが多く存在するとともに、東京を中心とした電力大需要地がある、東日本全域(北海道地域、東北地域、関東地域から構成される)を対象とし、既存の送電設備のままで効率的な送電線混雑管理に資する実潮流に基づく送電系統運用を行った場合の電力需給シミュレーションを行った。分析する際には、発電側の設定変化に対する結果の差異を検証するために、Base、RE及びRE+Nucの3つのシナリオを想定した。

3つのシナリオ分析の結果から、本分析で置いた前提の範囲内では、1)実潮流に基づく送電系統運用の導入、2) 火力発電の調整力の活用、3)揚水式、非揚水式のうち調整池式及び貯水池式の水力発電の調整力の活用を行うことで、陸上風力を12GW(2018年度の6倍...
