JICA は開発途上地域における環境管理・気候変動分野の政策やインフラ整備の支援に向けて「JICA クリーン・シティ・イニシアティブ(JCCI)」を 2021 年度に立上げ、2030年までに 50 カ国、5 億人の住民への「きれいな街」実現を目標に、産官学民の各機関や開発パートナーなどとの連携を通じ、協力を推進している。 第 5 回となる 2026 年の JCCI 国際セミナーでは、「循環経済とレジリエントな都市づくりに向けた共創と革新」をテーマに開催された。 IGES所長の小野洋は、基調講演において、SDGs/ポスト SDGs における循環経済、循環経済と温暖化やその他の課題とのシナジー・連関、アジア各国における循環経済の実践等についての主要論点の提供を行った。
