今年の３月、中国政府が全国人民代表大会（日本の国会相当）に提出した「政府報告書」を詳しく分析すると、2019年における中国政府の主な政策的関心は、環境対策（大気汚染等）、貧困対策（特に農村地域）、製造業のグリードアップ（高い環境性能と国際競争力の追求）、国内制度改革（市場開放、行政の透明化・効率化）、一帯一路戦略の推進、に集中しており、気候変動対策に対する立ち入った記述はない。
