　新エネ自動車を対象として補助金制度は、中国新エネ産業の発展に大きく貢献したことは周知のとおりである。 専門家の統計によれば、2015 年から2017 年だけで、200 以上の新エネ自動車関連のプロジェクトが稼働し、その総投資額は1 兆元（約16 兆円）に達した。2017 年時点における新エネ自動車の年間生産能力は、2000 万台以上との試算結果もある。これは、2012 年当時に掲げた2020 年まで生産能力を200 万台以上とする目標の10 倍に相当するものである。

国際エネルギー機関（International Energy Agency: IEA）は今年5月、「IEAロードマップ」(Net Zero by 2050: A Roadmap for the Global Energy Sector)を公表した。このレポートは世界のエネルギー部門の2050年までの脱炭素化・CO2排出ネットゼロの達成のために必要なアクションを可視化したもので、「IEAの歴史上、最も重要かつ挑戦的な事業の1つ」とされている。本セミナー資料ではこのレポートの背景やその意義について解説する。

In our presentation, we propose an approach to consider wellbeing of local communities who live closely to forests for climate change mitigation and adaptation. We discuss the approach by referring to an issue of energy scarcity in a community and REDD+ as a measure to address the issue.
