National Climate Policy-GST Alignment Checklist

The National Climate Policy-GST Alignment Checklist is desgined to assist countries or other stakeholders in assessing the extent of alignment between national climate policies and the outcomes of the first global stocktake (GST1) under the Paris Agreement. These policies includes Nationally Determined Contributions (NDCs), National Adaptation Plans (NAPs), and associated domestic climate policies.

At COP28 in 2023, the GST1 concluded with the adoption of its decision (1/CMA.5). Governments are required to update their NDCs based on the decision and relevant outputs, collectively referred to here as the outcomes of GST1.

This Checklist can be used for assessing not only the NDC document itself (which tends to be relatively short and mitigation focused), but also other national climate policy documents related to mitigation and adaptation. It is important to note that the goals and targets outlined in the GST outcomes are global in nature. The checklist does not prejudge or define a country’s direction or approach to these goals. Instead, it serves as a tool to review the goals agreed upon in the GST and assess what relevant goals, policies and activities are being prepared or are already in place within countries. This checklist has already applied in case study analyses conducted in Malaysia (*1) and Timor-Leste (*2).
