本解説では、持続可能な消費と生産（SCP）が、持続可能な開発目標（SDGs）時代の国際政策動向の中でどのように位置づけることができるかを論じる。特に、SDGs時代の政策目標は、環境汚染対策や製品・サービスレベルでの効率性の改善に限定されるものではなく、科学技術イノベーションと新たな社会モデル・ビジネスモデルの連携を目指すものであり、経済政策や社会政策の中に取り入れられてはじめて実現可能である。持続可能な消費と生産に代表されるSDGs時代に必要とされる政策アプローチは、社会技術システムの改革を目指すものである。そのため、脱炭素化、循環経済、地球1個分の暮らしといった中長期目標を前提にした自律分散協調型ガバナンスが重要となることを論じる。 This paper shows how...
