本ペーパーでは、グリーンファイナンスのなかで近年その市場規模が拡大しつつあるグリーンボンドに着目し、日本におけるグリーンボンド市場を更に拡大していくための政策提言を検討するため調査を行った 。グリーンボンド市場を拡大するためには、既にグリーンボンドを起債した発行体が継続的に発行すること、また、未起債の企業が新たに発行することの二種類が必要となる。本ペーパーでは、前者のグリーンボンドを過去起債した企業を対象に、グリーンボンドの発行体がグリーンボンドを戦略的な資金調達手段として位置付け継続的にグリーンボンドを発行していくためにはどのような課題があり、どのような制度的対応等が必要となるのかについて検討した。
