生物多様性条約（CBD）は、生物多様性に関する初めての、そして最も包括的な政府間協定です。その設置目的は次のとおりです。（1）生物多様性の保全（2）生物多様性を構成する要素の持続可能な利用（3）遺伝資源の利用から生ずる利益の公正かつ衡平な配分CBDの締約国は合計196カ国です（2022年3月現在）。CBDの統治機関は、通常2年ごとに開催される締約国会議（COP）です。COPで、全会一致で採択された決定に基づきその実施が推進されます。
