近年、EUでは循環経済の実現に向け、環境面においても様々な法規制が導入されており、この分野における世界のルールメーカーとしての存在感を高めています。世界的な循環経済政策・関連法規制のトレンドを把握し、今後、ビジネスで求められる対応を的確に進めるべく、各国の企業がEUの規制動向に注目しています。 ただし、EUの循環経済・関連法規制の内容は膨大で、それぞれが複雑に関連し合うため、全体像を正確に把握するのは容易ではありません。そこで、この記事ではその背景や読み解き方を解説しています。

カーボンニュートラルと経済成長の両立を目指す「欧州グリーンディール」。この成長戦略の具体的なアクションとして、EUではさまざまな産業分野で法規制の導入が進められています。前編では、これらEUの循環経済関連法規制について、その背景や全体像、理解するためのポイントを解説。 後編では、広範囲の業界に影響を及ぼすPPWRを取り上げ、包装に対する持続可能性要件や、PPWRの中で制限が定められたPFASに関する規制動向について解説しています。また、こうしたEUの規制に関して日本企業に求められる対応についても説明しています。
