The document outlines the comprehensive Solid Waste Management Strategy for the Sahiwal Division, focusing on transforming local waste practices into a modern, circular, and resource-efficient system across its districts (Sahiwal, Okara, and Pakpattan) over a fifteen-year period (2026–2040).
Sahiwal generates increasing volumes of municipal solid waste, with organic waste accounting for more than half of total generation. Resource recovery is already taking place through the informal sector, which plays a critical role in collecting and trading recyclable materials. They indirectly help reduce the landfill volume and related emissions reduction. However, this contribution remains largely unrecognised, inefficient, and disconnected from formal waste management systems, resulting in material losses, unsafe working conditions, and missed economic and environmental benefits.
The strategy aims to move beyond simple collection and dumping toward a model that prioritises waste prevention, source segregation, and resource recovery. The strategy is built upon four strategic pillars and six measurable goals, emphasising climate alignment and financial sustainability. Managed through a phased implementation framework, the strategy utilises digital monitoring and behavioral change as essential enablers to achieve the broader environmental vision of the Suthra Punjab Programme.
