This discussion paper examines whether the securitisation of climate change can accelerate the transition to net-zero emissions in the Asia-Pacific region. It argues that framing climate change and energy transition as national security concerns can elevate policy urgency and mobilise resources to address systemic risks, including energy insecurity, climate-induced disasters, and infrastructure vulnerabilities. Drawing on regional examples, the paper highlights the gap between recognised climate security risks and insufficient policy responses across Asia-Pacific countries. However, it also cautions that securitisation may lead to narrow, short-term, or exclusionary policies, potentially undermining long-term resilience, inclusivity, and international cooperation. To address these trade-offs, the paper proposes a hybrid approach that combines security-driven urgency with development-oriented, equitable, and participatory strategies.
