本中間評価報告書は、環境研究総合推進費（2-1909）のサブテーマ４「土地利用変化時の土壌炭素量変化に関するインベントリ算定の実装に関する研究」の中間研究成果を取りまとめたものである。2019年4月に提出されたUNFCCC附属書Ⅰ国（先進国）による最新の温室効果ガスインベントリ（NIR、CRF ）を収集し、開発地への変化に伴う土壌炭素量変化、及び土地利用変化データの把握に関する算定方法について調査、整理した。加えて、2019年9月末時点に提出されたUNFCCC非附属書Ⅰ国（途上国）のインベントリも収集し、土壌炭素量変化の報告状況を調査した。本研究課題のESM法を用いた開発地への転用に関する土壌炭素量変化係数の設定については、他に事例のない先駆的な研究事例であり...

平成31年度多国間協力を通じた３R推進に関する調査業務報告書

平成29 年5 月に「合法伐採木材等の流通及び利用の促進に関する法律」（通称「クリーンウッド法」）が施行された。また、平成29 年11 月から、同法に基づく木材関連事業者の登録が開始された。 このような背景の中、木材関連事業者による木材等の合法性確認等の取組を一層推進するため、本事業が実施された。本事業の目的は、木材関連事業者が効率的に木材等の合法性確認等の取組を実施できるよう、生産国における木材の流通や関連法令に関する情報を収集することである。 調査対象国は、パプアニューギニア、ソロモン諸島、ロシア、ベトナム、中国の計５カ国であり、それぞれの国において木材流通状況、関連法令・許認可制度、その他参考情報等が収集された。
