本プロジェクトは、新地町駅周辺市街地の復興地域の将来計画の方向性を踏まえ、建築物(住宅)のエネルギー効率の向上や二酸化炭素排出量の削減を目指すため、国立研究開発法人国立環境研究所(以下「NIES」という。)の、「福島イノベーション・コースト構想」の事業計画の一環として、新地町において建設が進められている電熱併給型地域エネルギー事業の需給マネジメントを高度化することを目指し、新たな制度設計のための需給バランスのシナリオ分析、電力インバランスの調整方法の研究を行ったものである。
