2015年のCOP21で採択されたパリ協定については、実施のためのルール、ガイドライン等の指針（以下、パリルールブックと称す）に関する国際交渉が続いており、本年12月にポーランドのカトビチェにて開催されるCOP24における策定を目指している。2018年は、ドイツ・ボンで定期的に行われている交渉会議 （5月上旬に開催済み）に加え、9月4日～9日にかけて、タイ・バンコクにて、COP24前としては最後となる公式の交渉会議 が開催された。本稿ではバンコク会議の結果を踏まえて、パリルールブック策定の進捗の概況を整理し、COP24における見通しについて論ずる。
