途上国締約国に供与される支援のMRVに関するこれまでの気候変動枠組交渉の経緯、先行研究の分析状況や残存する課題を整理・分析したうえで、確保すべき支援の透明性の側面に応じて異なるMRVの制度オプションが想定できる点を示し、これら異なる制度オプション毎の既存の類似する制度との関連性やその有効性について評価軸に基づき評価を行った。
