アジア太平洋３Ｒ白書は、廃棄物分野のデータ、情報、指標を整備すること で、同地域が国レベルでも、自治体レベルでも循環産業の発展を含め３Ｒの実 施と環境の配慮した廃棄物管理を実施できるよう支援するものであり、技術協 力や技術移転の具体的な内容を明確にできると期待されている。 本業務は、2017年度に開催予定の第８回アジア太平洋３Ｒ推進フォーラムに おいて、その成果を出版・公表することが予定されているところであるため、 UNCRDと連携して、アジア太平洋３Ｒ白書の作成に関し、本プロジェクトのリ ード国として我が国の経験・知見を積極的に発信するとともに、その取り纏め に貢献する。

Based on the work of State of the 3Rs in Asia and the Pacific, this presentation discussed about comparative analysis of definitions and classifications of waste in Asia and the Pacific region.

The presentation on Japan's experiences on financing, data collection and institutional coordination between national and local governments in Municipal Solid Waste Management was given in the Technical Deep Dive on Solid Waste Management held by Tokyo Development Learning Center, World Bank Group during March 21st and 24th, 2017.

これまで日・マレーシア間の協力事業として作成支援を実施してきた「有機廃棄物管理に関する国家戦略計画」については、2016年に都市福祉・住宅地方自治省（MHLG）内で承認された。一方、新たな協力事業として、マレーシア政府は「廃棄物発電（WtE）技術選定ガイドライン」の作成について日本国環境省に対して支援の要請を行った。本事業は、マレーシア側の要請に基づき、様々なWtE技術の特徴を整理するとともに、マレーシアにおいてWtE技術を選定し導入する上で参考となる情報を取りまとめた資料として、ガイドライン作成の支援を行うものである。

今般、環境省において「グリーンボンドガイドライン2017年版」（以下、本ガイドライン）が公表された。専門家による検討会、海外の市場関係者や第三者委員会からのインプット、パブリックコメント等を経たものとなっており、今後の日本国内におけるグリーンボンド市場の普及に貢献することが期待される。 本稿では、本ガイドラインの特徴を整理した上で、グリーンボンドが広く普及しつつある欧州（EU）における課題とその対応に関する調査結果を参照し、日本の今後のグリーンボンド市場の拡大に向け更に検討すべき事項を示唆するものである。
