本論文は、第五次環境基本計画で打ち出されている目指すべき社会像に対するバックキャスティングの活用による環境政策展開、という考え方に呼応する形でバックキャスティングアプローチと整合性のとれた政策評価手法について問題提起を行うとともに、そのような政策評価手法を用いて2050 年80 ％削減と豊かな暮らしが同時に実現される長期低炭素ビジョンを実現しうるグリーン税制改革パッケージに対する政策評価を行い、グリーン税制改革によって豊かな暮らしを維持すると同時に大幅なGHG 排出削減を達成することが可能であることを示した。

2019 年 4 月 24 日～ 26 日に OECD 本部で開催された 環境保全成果作業部会（WPEP）に IGES より 1 名が出席し、議論に貢献するとともに議事録作成支援を行った。
