本報告では、社会調査によって、日本市民が途上国での事業から生まれた京都クレジットを用いたオフセットを行うか、また行う場合に日本政府の京都議定書目標達成に寄与する形と、世界全体に貢献する形のどちらのオフセットを選ぶかを明らかにした。その際、調査謝礼として実際にオフセットする形と、仮想的な状況で選択する形とを併用した。約4割の回答者がオフセットを選択し、その半数が現在の日本のプロバイダーがあまり提供していない世界貢献型のオフセットを選択した。市民による世界貢献型オフセットは途上国の低炭素型発展事業への追加的資金提供となりうる。また、オフセットの仕組みの理解が難しく利用を妨げること、環境に対する責任感とオフセット利用は両立しにくいことがわかった。
