2013年6月、第38回実施に関する補助機関会合・科学・技術的助言に関する補助機関会合(SBI/SBSTA38)、がドイツ・ボンで開催された。REDD+に関しては、資金面に関する交渉は全く行われなかったが、技術面に関する交渉は進捗がみられ、「国家森林モニタリングシステム(NFMS)のモダリティ」、「セーフガード情報サマリー公開の時期と頻度」、「森林減少・劣化のドライバー（原因）への対処」の3アイテムについては合意が形成された。今回の会合で重点的に議論されたのは、「森林からの排出・吸収量のMRV（計測・報告・検証）」と「森林リファレンスレベル(REL)の技術的アセスメントのガイダンス」であった。これらは今回合意には至らなかったが、次回会合(SBSTA39...
