This paper outlines a comprehensive strategy for Lao PDR to eliminate open waste burning (OWB), a prevalent disposal method caused by limited waste collection services. It emphasizes that OWB is a major source of toxic air pollutants like PM2.5 and black carbon, which severely threaten public health and exacerbate climate change.
Rather than creating new laws, the paper recommends mainstreaming OWB prevention into existing national policies such as waste management, air quality, and climate action, while highlighting the disproportionate risks faced by women and informal waste workers, advocating for gender-responsive solutions and better financial support for recycling initiatives. Furthermore, it calls for strengthened enforcement, improved monitoring systems, and robust public awareness campaigns at the village level. Ultimately, the paper serves as a policy blueprint to align local environmental efforts with ASEAN regional goals for a haze-free future.
