本事業は、兵庫県から委託を受けて実施したもので、水素ステーション整備事業の実現に向けて、「FC商用車の普及に向けた取組（以下第1部）」と「淡路島におけるグリーン水素利活用の地産地消の取組（以下第2部）」について検討を行った。 第1部では、重点地域の採択後、「燃料電池商用車普及拡大アクションプラン」に沿って、尼崎市・神戸市・姫路市においてFC商用車の導入需要の積み上げ、大規模水素STの整備に向けた具体的な検討結果を整理した。第2部では、水素ステーション整備事業に関連し、淡路島の豊富な再エネを活用した安価な地産地消型グリーン水素の利活用に向け、FS事業の予備検討結果を整理した。

兵庫県では交通・運輸部門の脱炭素化に向け環境負荷の小さい低公害車、特に燃料電池自動車（FCV）の普及促進を図っており、その推進策として、2014年７月、兵庫県燃料電池自動車普及促進ビジョンを策定した。本業務ではその実現に向け、FC商用車（FCバスやFCトラック等）の導入策や水素ステーション整備の促進策（適地の選定やインフラ事業者の誘致方法等）を検討した。兵庫県では2025年度までに県内に10基以上の水素ステーションの整備を目指しており、その実現に貢献することも期待される。昨年度の阪神・播磨・淡路の３地域での水素ステーション整備方策等の検討結果を基に、今年度はその具体的な整備条件等を整理した。
