G7の中で日本だけが実質的な石炭火力廃止の年限を明らかにしていない。その日本が石炭火力延命の切り札とするのがアンモニア利用だ。石炭アンモニア混焼には主に4つの課題がある。11月にエジプトで開催のCOP27や来年のG7で、日本が脱石炭に向けた具体的道筋を示すことを期待したい。

本報告書は、環境省委託事業である「令和3年度主要国の気候変動にかかる動向調査等実施業務仕様書」(2021年度事業)の実施の一環として、業務受託機関である地球環境戦略研究機関(IGES)が作成した年度事業報告書である。

 2021年度事業は、(1)中国国家気候変動戦略・国際協力センター(NCSC)との日中共同研究の実施、(2)エネルギー資源研究所(The Energy Resource InstituteTERI)との日印共同研究の実施、(3ASEAN主要国等の気候変動政策調査等、の3つ業務によって構成されている。
