Towards the establishment of a net-zero and resilient ASEAN Community as indicated by the ASEAN Climate Vision 2050, IGES is conducting a study on the formulation of a long-term roadmap to promote integrated transition of mitigation and adaptation in four major ASEAN countries, namely Indonesia, the Philippines, Thailand and Viet Nam. (Environment Research and Technology Development Fund 1CN-2206: April 2022 - March 2025).
The outcomes of this research project will serve as a guidance or methodology for the ASEAN Climate Change Strategic Action Plan (ACCSAP) 2025-2030, which is a roadmap for the ASEAN region up to 2030, as well as national long-term strategies (LTS), nationally determined contributions (NDCs), national adaptation plans (NAPs), sectoral plans, and development plans, etc.

Sub-Theme 1 will develop a macroframe (methodology) for a long-term roadmap for mitigation and adaptation, taking into account national circumstances. Research results from sub-themes 2 and 3 will be synthesised and deliverables (e.g. guidance) to support the development of an integrated roadmap for mitigation and adaptation will be prepared and published. In Sub-Theme 2, the key factors in the transition of fossil fuels (coal and gas) and the large-scale diffusion of renewable energy will be clarified and policy recommendations on mitigation transition strategies will be made through consultation on questionnaires and various analyses via a consortium of industry, government, academia and private sectors for the four main ASEAN countries. Sub-Theme 3 will identify adaptation sectors and industry sectors that are closely related to the large-scale diffusion of renewable energy and other energy sources with respect to four major ASEAN countries, and analyse the impact of future large-scale diffusion of renewable energy on national and local land-use change, adaptation and resilience, etc. This research will also focus on the aspect of action research, and will reflect the voices of the financial community and youth groups through the co-development of methodologies and analysis frames in the consortium and the process of discussion and dialogue on the analysis results, and will directly lead to policy implementation that takes into account not only the technical aspects but also the economic, social and institutional aspects. The outcome is to contribute to capacity building in developing countries and to the formulation and revision of strategies and plans in ASEAN countries and the ASEAN region.
