気候変動分野における次期枠組み交渉では、2007年に採択されたバリ行動計画を一里塚として議論が進められている。このバリ行動計画に基づく数ある交渉議題の中でも、条約締約国が掲げる温室効果ガスの排出削減目標および削減行動（緩和策）に対する透明性を確保することを目的とした測定・報告・検証（MRV）の構築と具体的な仕組みの設計が、主要交渉議題の一つと位置付けられてきた経緯がある。しかしながら、このMRVの概念が、これら条約締約国におけるGHG排出削減としての緩和の側面に対して適用されることのみならず、途上国締約国に対して供与される支援の側面についても同様に適用されることが共通認識となっていることはあまり知られていない。この途上国支援に対するMRVは...
