Mutual Learning Program for Enhanced Transparency: capacity building for reporting under Article 6.2 and 13

Background

Many countries are currently making efforts to improve their capacities to prepare for the transition to the enhanced transparency framework (ETF) under the Paris Agreement. The Institute for Global Environmental Strategies (IGES), in partnership with other organizations, has conducted the Mutual Learning Program for Enhanced Transparency (MLP) , in which pairs of countries and organizations can learn and practice reporting of climate actions, based on each other’s reporting exercises. The MLP is designed in the way that its outputs can be used as the basis for actual reporting under the ETF. We have so far implemented the MLP on topics, such as Article 6.2 reporting and mitigation actions and measures in specific sectors. The MLP is financially supported by the Ministry of the Environment, Japan.

Objectives and outcomes

Building on activities under the MLP for 2021, the MLP participating countries and organizations will engage in interactive discussions with an aim to:

  • -    Exchange experiences and lessons learned under the ongoing MLP activities; and
  • -    Exchange views on how transparency capacity building can be further accelerated in order for countries to realize a successful transition to the ETF.

The desired outcomes of this side event are:

  • -    Participants have a better understanding of the MLP as a way to improve transparency capacity, including its key opportunities and challenges; and 
  • -    Potential ideas and approaches to further accelerate transparency capacity building efforts in countries are discussed/identified.
