フィリピン環境天然資源省（DENR）及び国家固形廃棄物管理委員会（NSWMC）は『都市ごみを対象にした廃棄物発電の建設及び運転に関するガイドライン（以下、WtEガイドライン）』の策定を進めてきており、昨年度業務では、本ガイドラインの策定支援として、WtEガイドラインのドラフト版に対して日本側から技術的な助言を提供するとともに、廃棄物処理やリサイクル分野における知見をフィリピン側に共有してきた。本年度事業は、同WtEガイドラインの発効を受け、フィリピン側の支援要請に基づき、WtE事業の実運用にいたるまでの支援を行うものである。
