1997 年12 月に採択された京都議定書は，Annex I 国と呼ばれる（旧ソ連/東欧圏諸国を含んだ）先進国に対して，温室効果ガス排出量に関する「数値目標」の設定と，同時に市場を活用したいわゆる「京都メカニズム」の導入を決定した．数値目標は，Annex I 平均で，1990年水準から5%削減というかなり厳しい目標であると同時に，市場を活用した（理想的にはコストが最小となる）柔軟性メカニズムが導入されたことの意義は，かなり大きいものといえる．ここでは，京都メカニズムの中の中核となる排出権取引に関して，簡単に解説する．

気候変動問題に関する京都議定書では，Annex I 国に対する数値目標の設定と同時に，排出権取引などの「国際的」柔軟性メカニズムも導入されることとなった．その一方で，「国内」措置実施の重要性に関しても認識され，それが第6，17 条に規定されている「補完性(supplementarity)」の原則という形で表現されている． この「補完性」の取り扱い方法として，EU 等からは「取引される排出量への制限」という方法が提案されているが，ここでは，本来の議定書の精神に立ち戻り，議定書第2 条の「国内措置側」からのアプローチとして，「物理的な共通パフォーマンス原単位の開発」という形の，新たな提案を行い，それによって国際的取り組みの発展と同時に，Annex I 国内の取組を促進させる方法を論ずる．
