本事業は、2013年8月の我が国政府とインドネシア政府間における二国間クレジット制度（JCM）の合意を受け、同国スラバヤ市における具体的なJCM大規模案件形成の可能性を探るべく、同市の主要エネルギー消費分野を対象に、温室効果ガス（GHG）排出量の削減可能性を調査したものである。対象分野は、エネルギー、交通、廃棄物、水資源の4分野であり、その全体報告書と共に、分野ごとの調査結果を取りまとめた。
