2005 年11月28日から12月9日まで、カナダ・モントリオールで第11回気候変動枠組条約締約国会合（COP11）及び第1回京都議定書締約国会合（COP/MOP1）が開催された。今次会合では、COP11の議長を務めたカナダのステファン・ディオン環境大臣が定めた3つの課題 -実行(Implementation)、改善(Improvement)、革新（Innovation）- に取り組んだ。「実行」は京都議定書の実施を意味するもので、マラケシュ合意を含む21決定が採択された。「改善」は条約及び議定書の短期的（第一約束期間中）な強化を狙ったものであり、「革新」は京都議定書の第1約束期間が終了する2012年より後の行動に関する議論のプロセスを開始することである。...
