Operationalizing Global Goal on Adaptation: Are we putting the cart before the horse?

When we say operationalization of something, we may tend to think that the goals are already set and that we are talking about how to implement goals. However, that is not the case here. We don’t have a well-defined global goal/s on adaptation yet. We only have a broad direction on GGA from the Paris Agreement and there is a growing work by researchers and thought leaders on what should be or could be the shape of a GGA.
