2021 年 10 月 31 日から 11 月 13 日にて英国グラスゴーで開催された国連の気候変動枠組条約（ UNFCCC ）の第 26 回締約国会議（ COP26 ）および関連会議において、パリ協定を踏まえ実施されている様々な分野における取組をさらに加速するためのイニシアティブや宣言が発表された。本ブリーフィングノートでは、 COP26 において発表された、国際航空、国際海運に関する連合・宣言について解説する。

COP26 に向け、多くの国がカーボンニュートラルやネットゼロ、またはそれに近い野心的な目標を掲げた。これまで目標の多くは、二酸化炭素削減（CO 2 ）に焦点が当てられてきた。将来世代が温暖化による最悪の事態を避けるため、長期的にCO 2 の大幅削減を目指すのは当然である。一方で、CO 2 削減より迅速に気候変動を緩和できる可能性として、メタンなど短寿命気候汚染物質（SLCP）削減の重要性への認識も高まっている。 グローバルメタン誓約や、SLCP削減に取り組む国際パートナーシップ（CCAC）の新戦略等、今回のCOPに合わせ、米国やEUが旗振り役となり加速した国際社会のメタン排出削減の動きを紹介する。

ポイント 1.5℃目標を念頭にした2050年ネットゼロ排出が野心度を測る一つのベンチマークとなった。 59カ国が2020年末までにNDC引き上げを行うと表明し、11カ国が既に国内プロセスを開始しているとされる。また、66カ国・地域、10の州、102の都市、87の企業、そして12投資機関が2050年までにネットゼロ排出を達成、あるいはそれに向けた動きを加速すると表明 1 。 島嶼国、後発発展途上国および欧州諸国が排出削減目標の引き上げに向けた動きをけん引しているが、排出量上位国が含まれていない。今後一年間でさらに多くの国が引き上げを実施することが切望される。 世界の排出量の15％以上を占める国、地域、都市が2050年ネットゼロ排出を表明。企業・投資家の動きと合わせて、今後...
