このレポートは，京都議定書で導入が認められた温室効果ガスの排出権取引（と共同実施）の二つの柔軟性措置が，有効に機能するため，どのようなポイントに着目し，問題点を整理し，システムデザインを通じて，解決への道を模索すればよいか，という点に関して，現状での筆者の考え方を，特に排出権取引に関して整理したものの第二版である．

このレポートは，1998 年 6 月21－22 日に，湘南のIGES において行われた 第１回 排出権取引Brainstorming Forum において話し合われた内容のポイントを整理したものである． 日本においてまったく経験がないにもかかわらず，京都議定書で導入することが決められた「排出権（排出量）取引 (emissions trading)」は，将来の日本の地球温暖化問題対策の中で大きな位置を占める（ざるをえない）ものであろう．ただ，その経験や知識不足の点から，日本では特に，いまだに十分な認識がなされていない． このフォーラムの趣旨は，日本の各ステークホルダーに集まってもらい，それぞれの立場を離れた議論をしていく「過程」において，この手法に関する認識を深め...
