There is a pressing need to build an effective framework for international cooperation on the atmospheric environment in order to solve the problem of transboundary air pollution, which has become apparent in recent years in East Asia. However, there are gaps among countries with regard to their opinions on transboundary air pollution and their stances on international cooperation. This study, based on the interviews with selected scientists and policymakers in Japan, analyses the commonalities and differences in the perceptions of respondents and related stakeholders, examines the desirable components of an international framework for atmospheric management in the East Asian Region, and identifies the limiting factors and challenges pertaining to the creation of such a framework.
