Insights of the Report
The Local Government of Belén conducted its first Voluntary Local Review (VLR) in 2022, starting with awareness sessions involving key municipal authorities. The VLR process involved aligning cantonal plans and policies with the SDGs, integrating them into the municipality's vision and projects. Extensive stakeholder engagement was part of this process. The VLR identified 22 initial local indicators linked to 17 targets in 10 SDGs, offering insights for future SDG strategy updates. Despite data availability challenges, the VLR was deemed crucial for enhancing efficiency and addressing civic issues effectively in Belén.

City Profile
Belén is a canton in the province of Heredia, Costa Rica, and is part of the Greater Metropolitan Area. Its economy is based on industry, commerce and services, including emerging sectors like technology and hospitality. The northern region hosts a developing industrial zone, La Ribera and La Asunción, making up 18% of the canton's area. Notably, Intel's high-tech industrial plant contributed to Belén becoming the canton with the highest competitiveness index in the country in 2011. Recreational spots include Ojo de Agua Baths, a skating park and a sports complex. Important historical sites include Casa de la Cultura (built in 1908) and the former Pacific Railroad station, along with the Church dedicated to San Antonio de Padua.
