Baguio City Voluntary Local Review of the Sustainable Development Goals
Insights of the Report
Baguio City’s first Voluntary Local Review (VLR) marks a significant step in its commitment to sustainable urban development, formalised through Executive Order No. 35 that established the City SDG Council. The review focuses on nine priority SDGs, chosen through a participatory process led by UNDP and attended by around 100 stakeholders. These goals reflect Baguio’s vision of inclusive growth, environmental stewardship, cultural expression and high quality of life. The VLR is grounded in the City’s Livability Index and existing policies, with data collection carried out by a dedicated core group trained in both quantitative and social innovation methods. Youth engagement was a key feature, with dedicated consultations capturing their perspectives and contributions to local SDG efforts.

City Profile
Baguio City is located in the south-western part of Benguet Province in the Cordillera Administrative Region (CAR) of the Philippines, and it is the only highly urbanised city in the region. Situated approximately 250 kilometres north of Manila, Baguio occupies a mountainous plateau at elevations ranging from 900 to 1,500 metres above sea level. Covering 57.47 square kilometres, its landscape is defined by rolling hills and steep slopes, contributing to its distinct temperate climate—cooler than most parts of the tropical Philippines—which has earned it the nickname “Summer Capital of the Philippines.” As of 2020, Baguio had a population of 366,358. Baguio is home to a diverse population, including significant Ilocano, Kankanaey, Ibaloy, Kalinga and Itneg/Tingguian communities. This cultural richness, combined with its highland environment and dynamic urban character, positions Baguio as a unique and vital hub in northern Luzon.
