地球温暖化の進行に伴う気候リスクへの対応として、自立的で持続可能な地域分散型のエネルギー管理システムが必要となってきている。その取組の一つとして、北摂地域では、兵庫県及び地域関係者の連携の下、県有環境林の木質バイオマス資源を活用した地域循環共生圏の構築を目指す「北摂里山地域循環共生圏事業」が実施されている。同事業はかつての里山林（都市近郊広葉樹林、薪炭林）の再生に向け、県有環境林の適正な伐採と更新（再造林）を進め、森林の有する多面的機能を確保するとともに、林産物の安定供給及び利活用を促進し、地域経済に貢献することを目的としている。その主要な取組として、県有環境林の間伐材等から木質チップを製造し、その供給体制の確立と木質バイオマスボイラーの普及促進により、域内での熱利用（化石燃料の代替）を推進...
