パリ協定のグローバル・ストックテイク(GST)の目的は、世界全体の進捗を5年ごとにストックテイクすることによって、次に各国が定める目標(NDC)の更新・強化に必要な情報を提供することである。本発表では、最新のGSTに関する国際動向を踏まえ、今後GSTがこの目的を達成するにはどうすれば良いか?について議論を深めることを目指す。IGESでは、UNFCCCの下、第1回GSTの国際プロセスに継続して参画すると共に、2022年からは海外機関と連携して東南アジア地域の非政府アクターのGSTへの参画を促す地域ハブ「the Independent Global Stocktake (iGST) Southeast Asia Hub」を運営する。

公益財団法人ひろしま産業振興機構(国際ビジネス支援センター)の依頼を受け、会員企業向けに作成したセミナー・研究資料のASEAN編(前編・後編)であり、「カーボンニュートラル・オンデマンド・セミナー 中国・東南アジア編」というタイトルにて、2022年2月の1カ月間にわたり、中国編担当のIGES金リサーチマネージャーの動画と共にオンデマンド配信を実施した。2021年、ASEAN共同体やインドネシア、タイ、ベトナム等の主要国が相次いでカーボンニュートラル(ネットゼロ)目標達成を表明したことを受けて、ASEAN諸国が脱炭素発展戦略に大きく舵を切った背景とその内容、今後の展望について解説した。
