環境省「令和７年度脱炭素に向けたグリーンファイナンス情報整備等委託業務」の最終報告書である。なお、「令和７年度脱炭素に向けたグリーンファイナンス情報整備等委託業務」は、グリーンファイナンスに関する国際動向を踏まえつつ、国内の脱炭素化等に向けたグリーンファイナンス市場の発展に向け、グリーンボンドをはじめとしたグリーンファイナンス関係のデータ・情報の整備・公開、及びそれに向けた調査・検討等を行うことを目的として実施したものである。

本業務では、UNEP 国際資源パネル（IRP）、G7 資源効率性アライアンス、G20資源効率性対話、OECD 資源生産性・廃棄物作業部会（WPRPW）等、資源循環に関する国際会合への参加に伴う調査・分析、支援、また、循環経済パートナーシップ（J4CE）事務局の運営支援、気候変動枠組み条約第30 回締約国会議（COP30）における日本環境省主催のサイドイベントの企画・運営、また、海外各国の循環経済政策に関する調査・検討などの支援を行った。

本業務は、アジア太平洋地域の国々の取組強化に資するとともに、同地域の動向や先駆的な取組を国際社会へ発信し、国連における2030年以降の持続可能な開発に関する国際枠組の議論へのインプットを目指すため、アジア太平洋地域特有の観点からシナジー推進の優良事例や展開方策を「アジア太平洋シナジーレポート」としてとりまとめることを目的としたものである。昨年度（令和6年度）業務において策定された企画書に基づき、ESCAP、UNEP、ADB等の関係機関と調整しつつ、生物多様性や都市等の個別テーマ（チャプター）の検討、地域特有の課題抽出、及びシナジーアプローチ実施に向けた提言の策定に向け、事務局として各種とりまとめ作業を進めた。
