Senior Programme Manager
For more than a decade, he has worked extensively on disaster risk reduction (DRR), water resource management, climate change adaptation, regional development, and international cooperation policy. Through JICA-related assignments, he worked in the Philippines (2011–2017) and Myanmar (2017–2020) on disaster management and environmental management, and later served in Barbados as a JICA Expert / Policy Advisor on Comprehensive Disaster Risk Management for the Caribbean Disaster Emergency Management Agency (CDEMA) from 2021 to 2023.
Building on his background in adaptation and resilience, his recent work increasingly focuses on practical implementation of mitigation–adaptation co-benefits, sustainable development, private-sector engagement, and international carbon market cooperation under Article 6.
He also has field experience in Tamil Nadu, India and Timor-Leste.
Since September 2017, he has also served as Visiting Associate Professor at the Advanced Disaster Prevention Engineering Centre, Nagoya Institute of Technology.
He holds an LLM from Keele University (UK) and an LLM in International Business Law from Yokohama National University.
His areas of expertise include international climate policy, Article 6, carbon markets, climate change adaptation, disaster risk reduction, and international cooperation policy.
Born in Saga City- Saga Prefecture and raised in the Minami-Tama area of Tokyo.

本業務は、アジア太平洋地域の国々の取組強化に資するとともに、同地域の動向や先駆的な取組を国際社会へ発信し、国連における2030年以降の持続可能な開発に関する国際枠組の議論へのインプットを目指すため、アジア太平洋地域特有の観点からシナジー推進の優良事例や展開方策を「アジア太平洋シナジーレポート」としてとりまとめることを目的としたものである。昨年度（令和6年度）業務において策定された企画書に基づき、ESCAP、UNEP、ADB等の関係機関と調整しつつ、生物多様性や都市等の個別テーマ（チャプター）の検討、地域特有の課題抽出、及びシナジーアプローチ実施に向けた提言の策定に向け、事務局として各種とりまとめ作業を進めた。
