2023年9月8日、パリ協定第1回グローバル・ストックテイク(GST)の技術的フェーズの成果の集大成である統合報告書が国連気候変動枠組条約事務局より発表された。統合報告書とは、2021年末からこれまで約2年をかけて実施された、17万ページを超える情報インプットの分析及び3回の技術的対話の結果を17個のキー・ファインディング(主要な結果)に凝縮、まとめたものである。中でも、政府のみならず、企業、自治体、NGO、大学等の様々な主体(以下、非政府主体)の重要性にも焦点が当てられたことは注目すべき点である。本稿では、今後期待される非政府主体の役割りについてコメントを述べる。
