　本稿は、全国炭素排出量取引制度（以下、全国 ETS）の進捗状況について整理し、制度の特徴や既存地域炭素市場への影響等を分析し、今後の方向性を展望する。要点は以下の通りである。 全国 ETSの構築は2017年12月から開始し、2018年3月に中央省庁の再編により担当部署の変更及び2020年の新型コロナウイルス流行の影響も受けて、当初の計画より約1年遅れるが、概ね順調に進められている。 2020年末に全国ETSの法的基盤である「炭素排出割当量取引管理弁法（試行版）」が公布され、2021年2月1日から施行された。同時に、制度初期段階の対象とする発電部門の重点排出事業者及びその排出割当量の設定・配分方法が確定した。今後、発電部門の排出割当量の予備配分を行い...

中国の 2060 年炭素中立（ネットゼロ目標）はパリ協定の長期気温目標の排出経路との整合性はとれているものの、コロナ禍からの経済復興策や第 14 次五か年計画の中でネットゼロに向けた具体的政策を盛り込むことが求められる。

中国にとっての2019年と2020年の前半は、世界経済の鈍化、米中貿易摩擦の長期化、コロナ問題の勃発など、山積の課題に対処しなければならない時期であった。米中貿易摩擦の影響もあり、中国の2019年のGDPは前年比6.1%の成長に止まった。 2020年1月-3月におけるGDP成長率は、昨年同時期に比べ6.8%下落するなかで開催した中国第十三期全国人民代表大会第3次会議では、内需拡大、雇用安定にフォーカスした政策パッケージを成立させた。　 コロナ対策に関連する予算措置規模は、9.2兆元（約147.2兆円）と推計され、「新エネ自動車の普及とEV充電スタンドの拡充」や次世代通信設備や5G技術などへの重点的な投資方針も決まった。 　2020年以降における中国経済のGDP成長率が不透明であるため...
